By-Laws clarify the purpose and powers of WOHA, specify the rights of membership, and dictate how its Board may conduct various managerial tasks such as conducting meetings, allocating funds, and electing organizational leaders.

Any modifications to the By-Laws requires approval from the Membership and several amendments have been ratified over the decades. Dates of revisions are noted.
